Principal Surveyor - Flag State

Overview… 

Faststream have been exclusively instructed to recruit this highly specialist technical post requiring specific maritime skills and experience as well as management of other technical specialists and processes. The post holder has a key role in ensuring that ships and yachts that are registered and the companies that operate them continue to be of the highest calibre while registered in the Island. 


The role… 

There are three main activities associated with the Principal Surveyor role: Management, Technical and Promotional. 

-Management 

*Line manager for a number of professional Surveyors. 
*The first professional contact for customers raising technical issues relating to ships and yachts that are registered in the Isle of Man. 
*Provide advice to owners and managers on all technical issues relating to the operation of ships and yachts under the Manx register as well as estimates of cost including consolidated fixed fees where appropriate. 
*The first point of contact for enquiries from new and existing customers seeking advice on costings and technical aspects for newbuilding ships and yachts as well as existing ships looking to transfer to the Isle of Man Registry. 
*The post holder plans work allocations, time estimates, cost estimates, and staff availability up to a year in advance to provide the best overall level of service while dealing simultaneously with urgent and unforeseen requests. 
*A key role in defining effective work procedures for the technical supervision area and in ensuring that the Ship Registry's standards and procedures are followed in maintaining the effectiveness of the overall quality system. 
*The post holder is a key member of the Ship Registry management team and plays a role in the development of business planning for the Ship Registry. 

-Technical - Maritime Regulator. 

The post holder ensures that; 

*Every Manx registered vessel is visited at the required time intervals and that the visit includes a thorough management audit and examination as well as any other statutory inspection and those vessels and their operating companies which fail to meet Manx requirements are either brought back up to standard or proposed for deletion from the register. 
*Where the proposals are technically sound and can be considered to meet Convention requirements the post holder recommends a suitable technical policy to the Deputy Director for acceptance. 
*In areas involving safety, operation, or pollution prevention for ships and yachts where new Manx legislation is needed the post holder in conjunction with the Deputy Director and Technical Policy Lead prepare policy solutions to the various technical issues so that draft Manx regulations can give proper effect to the international requirements. 
*The post holder in rotation with the other Principal Surveyor is required to be "on call" for the purpose of providing the mandatory point of contact for Manx ships and yachts, Port State Control and the ISPS Security Code requirements. In this role the post holder is required to be able to provide effective and instant advice and decisions on any issue arising to operators, public authorities in other countries and ship's masters out of office hours. 

-Promotional 

*The post holder will occasionally attend events where the Ship Registry is engaged in marketing itself and the Isle of Man. 
*The post holder will meet with existing and potential clients, on and off the Island, to foster and develop their knowledge of the benefits of registration on the Isle of Man with the view to bringing future business to the Island. 

The person… 

*Seagoing professional certificate of competence or relevant degree. (Master Mariner/Chief Engineer/Naval Architect) 
*Qualified as a Flag State Surveyor or Classification Society Surveyor. 
*Experience of scheduling, planning and follow up for a team of professional surveyors. 
*Ability to demonstrate a high level of knowledge of the work of a Maritime Administration and fully up to date with current conventions, shipboard practice and survey requirements. 
*Experience of developing policy for the implementation of International Maritime Conventions into national legislation. 
*Experienced in the workings of IMO and/or ILO. 
*Ability to review international requirements and understand their application locally and the wider issues surrounding their adoption in Manx legislation. 
*The ability to effectively influence, negotiate and persuade at all levels both internally within Government and with an international portfolio of clients; well-developed presentation skills. 
*Good analytical skills with an ability to understand complex issues and to explain them clearly. 
*Technical and practical knowledge of ship construction, equipment, ship types and designs. 
*Resilient character able to work within a fast moving team staffed by strong willed professional people. 
*Good interpersonal skills and confident manner, able to deal effectively with people at all levels. 
*Self motivated, flexible and willing to take on tasks simply because they need doing. 

About the Island 

The Isle of Man is a small island; 33 miles in length 17 miles wide situated in the middle of the Irish Sea 31miles form the UK and 31 miles from island. The Island is home to 88,000 residents with 35,000 living in the capital, Douglas.
