In order to develop the organization and further strengthen its operational team in the Eastern Russia (Sakhalin Island) a highly skilled and experienced professional with a solid HSEQ background in maritime industry is needed to be based on the site in Shakhtyorsk, Sakhalin.

ORGANISATION

Reporting to the Head of HSEQ and Crewing based in Singapore, you will be in-charge of the quality and ensure safe, reliable and cost-effective technical and operational management for the vessels in Russia. You will be responsible for driving and assimilating the company’s thinking, operational process, and culture of safety and quality management. You will function as Designated Person Ashore (DPA).

 

YOUR RESPONSIBILITES:

Quality Assurance: Measure, benchmark, monitor processes and provide feedback to prevent errors in the operations of OFTs and vessels to assess compliance with ISM, ISO 9000, ISO 14000, OHSAS 18000, ISPS and drive continuously improvement. Ensure that the best practices of TQM and statistical process control are applied in predominantly bespoke and customized logistics operations.

Quality Control: Review and improve factors involved in the vessels’ operational processes such as competency management, organizational culture and structure, and operating procedures. Manage the review process, by both the company and vessels, and update the SMS as required. Manage the company Safety Management System (SMS) and associated Document Control systems. Ensure that all processes and control measures are geared to exceed customer needs.

Performance Improvement:  Maintain and improve service quality through compliance and surveillance audits, investigate customer complaints, and collaborate with other members of the management team to develop new logistics solutions and services. Apply statistical control techniques and inspection methods that ensure continual improvements. Co-ordinate investigations into incidents in close cooperation with relevant parties. Act as member of the crisis management team.

Crew Management and Training: Support in development of crew pool recruited from third party agents. Ensure that the design and delivery of learning and development programs and process are able to assimilate and grow crew pool for the diversity of asset classes.  Train, coach, and counsel employees on safety and quality management practices. When needed step in to lead the learning and development program delivery for the crew pool.

Reporting: Monitor and report quality performance against agreed targets using robust metrics and KPIs. Prepare quality documentation and reports by collecting, analyzing and summarizing information and trends including failed processes, corrective actions, and re-validations. Manage and facilitate the annual audit process. Report to senior management any deficiencies of the SMS (Safety Management System) and significant violations in the safe operation of managed vessels. Act as member of the crisis management team.

 

YOUR PROFILE

Graduate in Marine engineering or Navigation or Naval Architecture, ideally you have sailed for some years in merchant vessels in watch keeping capacity. You have more than 10 years’ experience out of which some years are in safety and quality function of maritime, logistics or ship management organization. You have strategic and evidence-based approach to quality management. You are open to new ideas and aim to explore new ideas and techniques rather than sticking to the conventional training and practical experience that you have gained in your HSEQ of seagoing career. With a proactive approach you are able to work in fast paced environment. Dedicated to anticipating and mitigating risk you aim for exceptional standards in whatever you do. You enjoy being hands on and are good in multitasking. You have strong communication skills and must be able to influence all levels of stakeholders. Above all, you have native fluency in Russian language as you are willing to be based in Sakhalin.
