Marine Manager / Harbour Master - Geelong

Victorian Regional Channels Authority (VRCA) is mandated under the Marine Safety Act 2010 to manage marine operations and vessel movements in the port waters of Geelong, Hastings, and Portland.  The Port of Geelong is Victoria’s largest dry bulk and bulk liquids port handling some 15 million tonnes of cargo annually and in excess of 600 vessel visits. 

The Marine Manager / Harbour Master has leadership responsibilities at the Port of Geelong and Port of Hastings, and plays an oversight role at the Port of Portland.

 

About the role

As the Marine Manager / Harbour Master reporting to the CEO, you will primarily be responsible for -

  • The planning and execution of safe navigation of vessels in VRCA channels.
  • Leading a small team of highly qualified marine professionals.
  • Overseeing the provision of navigation aids and directions to vessels.
  • Safe navigation of all vessels including risk identification, assessment and mitigation control.
  • Administration of port marine safety risk assessment and incident management.
  • Emergency and environmental incident response management including the assessment and management of complex and potentially life-threatening situations.
  • Ensuring compliance with all relevant legislation and regulatory requirements.
  • Team leader of the HM and AHM for the ports of Geelong and Hastings, with an oversight function of VRCA obligations at Port of Portland.

 

About You

You must possess the necessary qualifications, skills, leadership attributes and experience not only to meet the requirements of the Director, Maritime Safety to be licensed as Harbour Master for the Port of Geelong, but also to lead a team that includes HM, AHM and a team of Marine Controllers.

To be successful in the role you will come equipped with:

  • Formal maritime qualifications and relevant tertiary qualifications
  • A high level of experience in all areas of ship handling
  • Excellent knowledge of all facets of port and maritime operations with the ability to interpret and apply legislation, regulations and directions for all port users
  • Experience in the identification, assessment and management of operational and strategic risk
  • Familiar with the operation of DUKC®
  • Highly skilled in emergency and environmental incident response with the ability to assess complex and potentially life-threatening situations quickly, and issue directions
  • Excellent verbal and written communication skills, that will see you effectively deal with both technical and non-technical situations
  • Broad depth of experience in complex strategic issues
  • Excellent stakeholder management skills with a track record of developing and maintaining productive relationships within the regulatory, maritime and port management sectors
  • Good interpersonal and relationship skills in order to represent VRCA with external parties
  • Demonstrated leadership skills
