Overview
Ports Victoria (PV) is a statutory authority primarily responsible for the safe navigation of commercial vessels in the port waters of Melbourne, Geelong and Hastings together with the facilitation of cruise shipping at Station Pier. PV provides a critical service for the international and domestic maritime trade needs of Geelong, Melbourne and south-eastern Australia. PV contributes to the enhancement of the economic and social prosperity for the people of Victoria by providing vital infrastructure and services for trade and tourism. The largest container port in Australia, the port of Melbourne accommodates approximately 3000 ship visits per year.
Position
PV operates in a complex external environment given its role in an industry with local, national and international customers and stakeholders. PV is now seeking to recruit a new Harbour Master reporting directly to the Chief Operating Officer and partners closely with colleagues in the Marine Operations Division. This is a prestigious senior management role at PV and within the maritime sector generally. The Harbour Master is a key member of the PV Executive Leadership team.
The Harbour Master ensures compliance to respective Acts including all applicable conventions, regulations, standards and guidelines and ensures a 24-7 coordinated response to incidents in the port of Melbourne, including as the contact point for user enquiries. This role acts as the licensed Harbour Master for the Port of Melbourne under the provisions of the Marine Safety Act 2010 (VIC). This may include several responsibilities that need to be exercised independent of the Corporation in the overall interests of and in compliance with specific responsibilities under the Marine Safety Act 2010 (Vic). In some instances, the Harbour Master is solely responsible to the regulatory authority – the Director, Marine Safety, Transport Safety Victoria.

You will need to convince us that you are:

A well-respected leader with proven experience as a Harbour Master in an organisation of similar scale and complexity.

Extremely credible at executive levels of Commonwealth, State and local government and the ports/transport/infrastructure/emergency management/tourism/environment sectors, with the ability to negotiate and facilitate mutually beneficial outcomes.

Have demonstrated understanding of the ports and shipping sectors through your deep technical expertise including proven ability in emergency and environmental response.

Have strong budgetary and financial acumen, good project governance skills and a proactive risk management mindset.

A contemporary people leader with a strong track record of building a positive and collaborative high-performing workplace culture. You will need to be a confident negotiator on industrial relations issues.

A skilled communicator with proven ability in advocacy, stakeholder engagement and relationship building with excellent written and verbal communication skills.

Highly resilient, with exceptional integrity and professional ethics.
It is essential that you hold a Master Class 1 Certificate or Competency, or equivalent International Master Maritime qualification recognized by the Australian Maritime Safety Authority.
